Yet in The Bronx, nearly one in three families still make do without a home computer, and more than 113,000 households—more than reside in Yonkers—rely on nothing more than a smartphone for access to the digital world. It is a digital deficit that quietly constrains schoolchildren, job seekers, and those hoping just to pay a parking ticket online.
On June 3rd, in the shadow of Melrose Library, Mayor Zohran Mamdani marshalled a coterie of earnest officials and Rep. Ritchie Torres to announce a $2 million expansion of the city’s fledgling, if modest, Neighborhood Internet program. The fresh tranche of federal money, secured through Community Project Funding for fiscal year 2026, will bankroll microtrenching, rooftop antennas, and in-unit modems across some 50 affordable housing buildings in The Bronx and Upper Manhattan. This round of upgrades portends free, high-speed internet for thousands more New Yorkers—up from the pilot’s 700 households expected to go live this summer.
The ambition is easy to cheer, particularly in boroughs historically overlooked by commercial telecoms and city hall alike. Mayor Mamdani put it plainly: access to broadband is “unreliable or unattainable” for far too many in New York’s northern reaches, rendering unequal life’s simple tasks—finding a job, sourcing no-cost child care, or simply exploiting a city’s manifold possibilities. Dina Levy, commissioner of the Department of Housing Preservation and Development (HPD), underscored the stakes: among the Bronx’s low-income tenants, 40% have no home internet at all.
The money, as always, only addresses part of the problem. The $2 million will go to shoring up infrastructure—microtrenching for fibre, rooftop network kit, and dedicated access systems—rather than to offsetting recurring service costs for residents or supporting digital literacy training. The Neighborhood Internet effort remains, for now, a pilot. Its expansion will cover thousands, but in a city of more than eight million people, that represents a tepid advance toward universal coverage.
Still, there are reasons to think this small step bodes well for New York’s capacity to chip away at profound inequities. The city’s collaboration—not only between HPD and NYPL, but with Congress as financier—suggests an appetite for nimble, locally controlled service delivery. Early reviews from the St. John’s House II apartments, where the pilot debuted, speak to residents’ pent-up demand: faster homework uploads for students, easier telemedicine appointments for the elderly, and untethered browsing for job hunters.
Bringing broadband to affordable housing is hardly novel—other American cities, from Seattle to Chattanooga, have run their own experiments. The scale of New York’s need, however, is unenviably large. At last count, approximately 1.5 million New Yorkers lacked high-speed broadband at home, with the Bronx and Upper Manhattan bearing the brunt. The private sector long viewed such communities as puny profit centres, unwilling to gamble on expensive last-mile buildouts for customers unable to pay top dollar.
The pandemic thrust these disparities into sharp relief: Zoom classes and remote work were, for the digitally dispossessed, more fiction than lifeline. Federal attempts to redress the imbalance, from the Affordable Connectivity Program (now running out of steam), have helped little. Many New Yorkers either found enrollment baroque or found service patchy, and the looming expiry of pandemic-era subsidies has alarmed advocates.
Bridging a wider divide
The second-order effects for the city could be considerable, if the scheme flourishes. For parents and working-age adults, dependable internet means greater access to workforce development courses, government benefits, and city services shifting increasingly online. Educational attainment, always a sore point in districts like Melrose, may rise if pupils need not loiter outside libraries for a Wi-Fi signal. For the broader economy, greater connectivity hints at a more competitive, less stratified Gotham—though those effects, like so many city initiatives, will be slow to manifest.
Politically, both Mayor Mamdani and Rep. Torres have bet that tangible infrastructure in overlooked neighbourhoods wins more than applause. Success may embolden city leaders to press for more federal largesse or to develop public-owned networks with greater autonomy from telecom monopolies. Failures, by contrast, risk feeding the narrative that New York cannot scale its pilots—or bridge persistent divides—without gobs of federal cash.
The global context is instructive. Seoul and Paris have made reliable broadband a civic right, extending fibre to nearly every household regardless of income. In London and Berlin, municipal investments in broadband infrastructure—sometimes owned, sometimes operated privately—have nudged national providers, who can no longer plead technical infeasibility or puny margins. In that light, New York’s $2 million appears paltry, yet symbolically apt: even a city famed for its velocity can be ponderous in spreading basic connections.
Sceptics will rightly ask how much further city coffers, federal earmarks, and public libraries can stretch, given competing needs for schools, public safety, and housing. Champions contend that a functional social contract in the 21st century requires treating connectivity as infrastructure, not a luxury—akin to water, heat, or public libraries themselves. To close the digital divide, data-savvy policy, competitive procurement, and persistent advocacy will be needed, far more than ribbon-cuttings or pilot programs.
We reckon that New York’s incremental approach, however uninspired in scale, is prudent. Grand pronouncements and billion-dollar citywide broadband undertakings have a habit of sinking beneath the Hudson, weighed down by poor design or unreliable partners. A locally adaptable scheme, centered on public assets and managed directly by familiar institutions, offers a chance to get the mechanics—and the accountability—right.
As New York labours to wire up its disparate boroughs, it is worth remembering that societal change rarely comes in a single surge; rather, it accretes, block by block, building by building. The digital divide will not evaporate overnight—but with each affordable apartment connected, the city inches closer to a future where opportunity need not depend on signal strength. ■
